Because a durable pavement is a full system: base preparation, proper layers, compaction, drainage, and the final surface. Cutting corners on the foundation leads to early failure and higher lifetime costs.
Lifespan depends on traffic loads, drainage, and build quality. When the base and drainage are done correctly, pavements last significantly longer and require less maintenance.
The base carries the load and prevents deformation. A weak or wet base causes cracking, rutting, and premature failure even if the top surface looks good.
